THIS IS YOUR CHANCE TO REPRESENT YOUR REGION! The Film Development Council of the Philippines (FDCP) recognizes the vital role of regional cinema in sharing the narratives of different communities and cultures in our country. As part of the 5th edition of Pista ng Pelikulang Pilipino, regional filmmakers are invited to submit their short films for a chance to be included in the festival lineup. Competition Guidelines: 1. Open to filmmakers who have participated in any FDCP-supported regional film festival in 2019-2021. 2. The short film for submission must be produced in 2018 to 2021. 3. The short film should include hardcoded English subtitles. 4. The maximum running time should not exceed 20 minutes, including the credits. 5. Online application forms should be completed and sent upon submission of entries. 6. Any kind of modification will not be allowed for final entries except addition of necessary subtitles. 7. In accordance to the copyright laws, music used in any entry must be original, licensed or in the public domain. 8. The production of the film must also adhere to any and all existing applicable laws. 9. FDCP guarantees the safety of the submitted entries throughout the period in its custody. Its obligation is limited only to the replacement cost of the damaged DVDs and reproduction of new copies of entries when unavoidable circumstances like loss or damage happens to the entries. 10. The decision of the Board of Jurors is final and irrevocable. The board reserves the right not to give an award in any category should no entry merit it. The organizers and the judging committee are not obliged to give explanation for the results. 11. FDCP reserves the right to create, revoke, and modify at any time, in any way its entry requirements, rules and regulations at its absolute discretion without prior notice. Finalists and submitted entries shall be bound by any amendments or addition to the entry requirements, rules and regulations herewith. Requirements: 1. Duly accomplished application form with complete details (Film Title, Total Running Time, Production Company, Contact Number, Proponent/Director’s complete name and contact number, Assent form for proponents below 18 years old). The short film should include hardcoded English subtitles. 4. Entry film’s complete and final cut must be submitted in 1080p, mp4 or .mov file format, mixed in 5.1 audio format, with English subtitles. 5. Poster design in JPEG format (27" x 41" 300dpi). 6. Thirty second movie trailer in playable mp4 or .mov format. One short film will be chosen to represent each regional film festival. Entries for submission must be uploaded privately. FDCP shall be given access to privately-uploaded films for an online screening. A selection committee will review the submissions and choose the films to be included in this year’s lineup.
